httpd.conf 화일을 수정하셔야 합니다.
 ScriptAlias /cgi-bin/ /usr/local/apache/cgi-bin/
라고 되어 있는것을
Alias /cgi-bin/ /usr/local/apache/cgi-bin/
라고 고쳐 주세요.
앞에 ScriptAlias 라는 별칭을 사용한다면
그 디렉토리 밑에 있는
이미지나 html 화일을
읽지 못하게 됩니다.
권한이 없다고 나오죠.
