안녕하세여 .. 제가보기엔 잘못수정하신듯한데여 ???
 님같은 경우 apache/htdoc  에 파일을 올리게되있져 ?
그런데 일반사용자계정에 올리고싶다는말씀이져 ??
그렇다면 밑에
  <IfModule mod_userdir.c>
     UserDir index.html index.php3
 </IfModule>  부분이 잘못설정된듯하내염 쩝..
  이렇게 해보세염..

 그리구 중요한건 사용자계정에 public_html 디렉토리를 만들어주시고
퍼미션을 주신담에 index.html 파일을 넣어보세여 ..
