아파치 설정에 보시면, 다음 비슷한 줄이 주석처리되어 있을겁니다.
그걸 다음처럼 바꿔주세요...
주석을 풀고, AllowOverride All 로 설정,
Includes ExecCGI로 설정하시면 됩니다..

    AllowOverride All
    Options MultiViews Indexes SymLinksIfOwnerMatch Includes ExecCGI
