A better solution is to install util-linux-2.10.h or later,
which fixes a bug with ttyname handling in the login programme.
Then append the following lines to your /etc/securetty file:
 vc/1
vc/2
vc/3
vc/4
vc/5
vc/6
vc/7
vc/8
