Known Bug에 있더군요.


It is claimed that MapVirtualKeyEx and ToAsciiEx don't work in Korean
Win98 (although they're fine in other Korean Windows products);
MapVirtualKey and ToAscii work fine. If anyone can reproduce this
problem and work out a way for PuTTY to determine which pair of
functions to use on any given system, that would be useful.
