포트번호가 1024보다 작으면 오직 root레벨에서만 접근이 가능하다는말이 무슨 뜻인지 알고싶습니다. 그리고 http://xxx.xxx.xx:80  과 http://xxx.xxx.xx:8080의 차이가 어떤것이 있나요?
