저와 똑같은 문제가 있었군요.
./configure --with-cgi-gid=48 해보세요
cgi의 gid문제입니다.  apache의 그룹 ID를 넣으니까 되네요.
 : mailman 실행시 CGI Error!!!

: 한컴 Linux 2.0
