tcp_ecn 의 기본값은 on(1)입니다.
off(0)으로 설정해서 test 해보세요
#cat /proc/sys/net/ipv4/tcp_ecn

Per default the 2.4.x kernels seem to have tcp_ecn (Explicit Congestion
Notification) option on. If there&#039;s a router on the way (AFAIK) that doesn&#039;t
