아마도 <directory> 시지자가 작동을 안하는 모냥이네요.
mod_dir.c 가 아파치에 컴파일 되어 있던지, 아니면 모듈로 올라가 있던지 
해야 되겠어요.
 $httpd -l

그게 아니라면 conf 파일에 모듈로 올리는지 확인해보시구요.
