/etc/rc.d/init.d/httpd restart를 해 보았지만 이런 에러 메세지가 나오는군요.
 shutting down http: FAILD]
starting httpd: fopen:그런 파일이나 디렉토리가 없음.
httpd: could not open error log file /etc/httpd/logs/error_log FAILED]
 요런 나쁜놈의 메세지가 나오는 군요.
어케해야죠.
