Been try to set up server with out static ip at my home.
I'm using DHCP by DSL Local company but everyday ip number changes
so i can't set up home server.
Please tell me who can save me a time,

Home server with a dynamic IP can use a dynamic DNS service that updates a domain name whenever your IP changes.
Check whether your ISP blocks common ports like 80, and forward the port on your router if needed.
