이미 답을 알고 계시는 군요..^^;;
제가 봤을 때는 ftp서버가 셧다운 중이라서 더이상 접속을 못받아들이겠다는
메시지로 보이는 군요..
standalone방식으로 서버를 운영하신다면
/etc/아래에 가시면 shutmsg라는 파일이 있을 겁니다.
그 파일 지워주시면 됩니다.
