perl을 실행시키는데 애를 먹고있습니다.

와우리눅스 7.0
아파치 1.3.19
펄 5.6.0

 현재 way-board.cgi 파일을 실행시키면 403 forbidden 에러가 나옵니다.
물론 해당 디렉토리와 파일의 퍼미션은 777 혹은 755등의 갖가지로 변화시켜보았고
또 쉘에서 perl way-board.cgi를 실행시켜보면 정상실행됩니다.
httpd.conf 파일 설정이 문제가있다고 보여지는데
<Directory....>
설정에서
Options ..... ExecCGI 옵션을 주고
또한
AddHandler 에서 .cgi .pl 등을주었습니다.
 그런데도 실행이 안되어서 이틀째 밤새고 .....머리를 쥐어뜯고있습니다.
